Updates to Local 737 Hiring Hall Rules/Out of work list


In December of 2024 we mailed out a letter to all Construction members that included the updated Hiring Hall rules. The Hiring Hall changes took effect January 1, 2025. We have worked with members to allow time for them to get training classes scheduled as required by the new rules. You are receiving this letter because you may not meet the requirements since the new rules went into effect. Consistent with the new rules, we will be moving you off the list you are on by June 1, 2025, if you fail to achieve the training or work requirements necessary to maintain your position. However, if you get enrolled in training classes and work to reinstate your eligibility by September 1, 2025, we will reinstate your list status based on your original registration date.


“A” List. This List consists of Laborers that have been employed by an Employer or Employers, who are party or parties to this AGC agreement or under the terms of construction agreements of the Oregon and Southern Idaho District Council of Laborers (as hereinafter defined), who have worked for any such Employer or Employers for an aggregate time of at least four thousand (4,000) hours during the period of eight (8) years immediately preceding the registration date on the out-of-work list. In order to maintain “A” list status, all Laborers must also meet the following criteria:



  1. Complete OSHA 10

  2. Adhere to Oregon Laborers’ Code of Ethics approved by the Oregon and Southern Idaho District Council of Laborers’; and

  3. Complete a minimum of twenty-four (24) hours of training in the previous twenty-four (24) months or work a minimum of one thousand (1,000) hours in the previous calendar year. Continual training hours and classes will be set by Oregon Laborers Training or other approved training. The above requirement will become effective on January 1, 2025 and will continue for the duration of this agreement.


“B” List. This List consists of all Laborers who have previously qualified for “C” list status under the terms of this agreement, and who have worked at least 750 hours (effective June 1, 2021) under the terms of construction agreements of the Oregon and Southern Idaho District Council of Laborers AND have acquired 100 hours of Laborers Related Training (LRT). The above requirement became effective on January 1, 2025 and will continue for the duration of our current collective bargaining agreements.


“C” List. This Lists consists of all other applicant Laborers for employment. The Employers and the Union shall make up and prepare the roster for preference of rehire by grouping all Laborers who come within the above groups and shall utilize the Health and Welfare and Pension records in establishing these accrued rights based on length of employment. The registrant shall have the burden of providing their past experience and skills to the hiring hall.


You can login to MTP to update your skills by going to the member login section on our website or by contacting the front office and requesting a skill sheet be sent out to you.


It is the member’s responsibility to keep this required member information updated at the Local 737 office to make sure you can be contacted for all work that you are qualified for and receive other important Union communications.


Reminder: When on the out of work list call and check in every 30 days, or you will be REMOVED from the Out-of-Work List, until you call to check in, in which you will be placed at the bottom. I would encourage all members to review their skill sheet and contact information at the Local as well. It is a requirement for Local 737 members to keep this information updated at the Local 737 office. If you have to turn down a call or are unable to perform the job duties upon being dispatched it can affect your position on the out of work list. Members should only select the zones they are willing to work in according to the area you are able to travel to for work.
